Djoomart Otorbaev,
Graduated from Leningrad (St. Petersburg) State University with doctorate in Mathematical physics, he successively served as senior advisor of the European Bank for Reconstruction and Development, First Deputy Prime Minister of Kyrgyzstan, Deputy Prime Minister of Kyrgyzstan on economy and investment, and Prime Minister of Kyrgyzstan (2014-2015). He also researched and taught in Laboratory of the National Academy of Sciences of Kyrgyzstan.
